Economic vitality brings with it opportunities to transform businesses and have pre-disaster planning. A disaster disorients a community and disrupts its running. To maintain its continuity and smooth recovery, it is important to formulate short term strategies for survival to manage the crisis while long term recovery is planned slowly (Haddow, Bullock, & Coppola, 2007).
